Change the access rights on limited accounts

I've set up a limited account for my sister to stop her installing
rubbish, but now she cannot even download acrobat reader files from the
internet.

Is there any way to set up the account so that I can select what she
can and can't do?

If she can't download a file from a website it's probably a browser setting,
not a user account setting. Go into IE-Tools>Internet Options. Go to the
Security tab. Either modify the settings for the Internet zone or add the
site to the trusted sites zone.
