change system time.

I can't change the computer time by login as
administrator. I also try to change it at BIOS too. None
of them work. Any idear?

There is a user rights assignment for changing system time. Look in Local Security
Policy/security settings/local policies/user rights assignments to see if the
appropriate settings exist. By default the administrators group is included. This
policy may be overridden by domain policy, etc if you are on a domain machine as
would be shown in "effecective settings". --- Steve
