Change system locale in XP Home

I have XP Home and for some reason the system locale is set to English (New
Zealand). I cannot find any setting that is currently set to English (New
Zealand) so how can I change the system locale to something else?

Control Panel>Regional and Language Options. You may have to add your own
locale, which will be available via the XP CD.

Start > Control Panel > Regional and Language Options > Customize. There
are 12 other English language variations available.
