Change staging shell folder for cd burning

I know how to change the Drive that XP puts the .bin image
file for cd burning. That's not my question. When I copy a
file to the cdrw it temporarily puts the files waiting to
be copied into C:\Documents and Settings\Local
Settings\Application Data\Microsoft\Cd Burning. I went
into the registry under Current User and changed that
shell folder path to F:\Cd Burning (different physical
disk). But when I copy a file it still goes to the C:\etc
location. My reason for wanting to change this setting is
that I don't allow my users access to the C:\ just to make
administration easier, but this prevents them from burning
cds because they need to acccess C:\etc location. Any
thoughts are greatly appreciated.

Use TweakUI for Windows XP, My Computer, Special Folders. This is a per
user setting, so must be applied separately to each user account.

The Registry key and value are:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell
Folders

Value: CD Burning
Type: REG_SZ
Contents: <path to desired folder>
