change sort defaults on subfolders in outlook 2003

I am trying to rearrange subfolders within outlook 2003. When I try to move a
subfolder to a different spot in put it under another sub-folder.

How are you performing the move? What Navigation Pane view are you using?

I am in the navigation pane. Under all mail folders. I am trying to
rearrange my subfolders under inbox. I have them named as numbers eg. 1-10.
When I create the folder named 10 it creates the folder under the folder
named 1 and not the folder named 9 (in the second position instead of under
the number 9)

Windows alphabetizes folder names, so clearly a folder starting with "1xxx"
will always come before a folder starting with "2". Include a leading zero.
Then "01" through "09" will preceed "10".
