I need to change the security settings in my XP to allow full control because
my nortons antivirus software has disallowed access to both my A & D (CD)
drives.
Can anyone tell me how this is done since the security tab does not appear
when I right click on Croperties

I don't understand what you mean by "disallowed access" to the drives.
Do you mean that after you installed NAV the drives disappeared? Please
post back to this thread with some clarification of what you are
seeing.

Since you apparently have XP Home, the only way to see the security tab
is to boot into Safe Mode. But I've never heard of NAV changing
permissions on a system so you can't get to physical drives. Let's have
more details here so we can help you.
