change permissions

I'm the computer of a computer using Microsoft XP Pro. I
need to change the permissions of a file. I followed the
directive, but when I right-click the file and clik on
properties there is no security tab to make the change.
The only two tabs in there the general tab and summary
tab. Is there any other way to do this?
 
Hi,

open Windows Explorer (not Internet Explorer) and click on Tools > Folder
Options > View > now scroll all the way down and remove the checkmark next
to "Use simple file sharing" and then click Apply.

You should now be able to see permission tab.
