Change parameters

This question does not point to the webm but to networking.
Hopefully someone will find correct answer for me.

Which parameter in TCP/IP should be changed, when I want
Windows XP to stop continuing in sending SYN frames, in
case when firewall at the LAN edge refuses connection.

Don't understand the question. If XP couldn't send SYNs then how could it
establish TCP connections?
