change mail delivery location in Outlook 2003

WIndows XP Pro SP2, POP3/SMTP email

I know I can change the mail delivery location by closing Outlook and moving
the file and waiting for Outlook to nag me for a file location when I open
Outlook again. Is there a way to change the mail delivery location in
Outllook 2003 for POP3 email without moving files first?

No, you'll have to move the file first. How would you change a setting to a
location that doesn't exist yet?
In what situation would you need that?

What I was trying to accomplish was adding a new pst through Control Panel
--> Mail --> Outlook Data Files --> add new file, and then change the new
file to the mail delivery location.

When I set up a new user their pst is kept in their home folder so I always
have to change the mail delivery location from the default pst that Outlook
creates on the local hard drive

Aha, so you want to change the default location where Outlook creates
pst-files then? You can set this up in the policy template of Outlook. The
templates are available from the ORK site. Links and a quick overview of
policies can be found at;

Note that Microsoft does not recommend or support storing pst-files on a
networkshare.
