Change content without access to other elements of webpage

I manage a number of school websites and would like to allow certain news or
announcement pages to be changed by the persons at those schools. I do not
want then to have the ability to change ANYTHING other than the text or
formating of the content, not any of the other elements of the page.

1) is this possible?
2) can it be done without the person changing the content using frontpage?

Unless you want to hand program some server side code
- Perhaps with something like Content Seed
