Certaint programs wont run

When I attempt to open a few of my programs, they are showing running in
Windows task manager, but they wont launch. I know its not a virus, because
I recently bought Defender Pro. This seems to mostly be affecting Microsoft
based programs like Internet Explorer, Outlook, and some of my programs in
Accesories. Regedit and msconfig both work. I also cant install any new
programs. All the programs show running in the task manager, but some just
freeze up, or dont work at all. Any suggestions? BTW, I dont have my
Windows XP disks with me, so I cant do a reinstall of Windows XP right now.
