CELL FORMAT

Can someone explain why 2 computers with the same version of EXCEL2000 and
the same windows2000 ...
Say cell A1 is formated to be a percentage. I can enter 10 or .1 (not 0.1
just .1) and the display will be 10% but on the other computer I get 1000%
when 10 is entered and get 10% when .1 is entered.

Regional settings seem to be identical and excel options seem to be the same
also

????
