CD Writing Wizard Works only on right click

If I right click my cd drive in my computer than click "write these files to
cd" the cd writing wizard opens and I can complete the burning process.
however,
When I double click the same cd drive in my computer the folder opens and
the task pane on the left has various commands including "write these files
to cd" and Delete temporary files" These commands when clicked do nothing
except make the default 'ding' sound

The same fix for display properties issues

To resolve the problem, type the following commands in the Start, Run dialog:
REGSVR32 /i SHIMGVW.DLL
REGSVR32 /i MSHTML.DLL
Close and re-open the Display Properties dialog. If the problem persists, or
if the Preview pane turns White when you select a Wallpaper, then run this
command.
REGSVR32 /i SHELL32.DLL
