Using a Dell 2400 computer and WinXP Home. When I save files to a CD-RW disc
the file on the saved disc is read only which means I cannot edit it. How
can I save documents to the CD-RW that are NOT read only or how can I change
the saved files so that they are NOT read only?

Files copied to a CD are always "read only". In order to
modify the files on the CD, copy them back to your hard
drive, make your changes, then copy back to the CD.

what is written to CD-R and CD-RW cannot be edited, have to have it in "final
form" or change read only properties and then rewrite or write to new cd ect.

Other than copying the files files back to your hard drive, and making changes to them then copying them back, you cannot do anything to them. If you had packet writing software (i.e. Nero's InCD, Roxio's Drag to Disk or Sonic's DLA), you could do this on the disk itself.
