How about a little more information? Has it always been this way? If
not, what else has changed?

DON'T POST IN ALL CAPS!! It is difficult for most people to read .

it used to have a recording tab. i can still burn a cd with nero but not with send to comand

I am not at all sure what your problem is, but I am going to suggest
looking for any updated drivers for your CD Driver. Install the newest ones
you can find. They should be available on line from the manufacturer of the
CD drive. This trick fixes many odd problems.
