cd rom drivers - help error code 39

I can't get my cd drives to work at all. I keep getting
error code 39 and windows is not recognizing either
drive. I tried to re-install the drivers, but windows
says that there isn't any drivers better than what i
have, and I can't get my cd with the drivers on it to
load (drives don't work)

Please help
