CD RC ENgine3 Dummy Window (Error Message)

On occasion I get an error message as follows:

CL RC Engine# Dummy Window:
PCMService.exe - Application Error
Instruction at 0x00402545 referenced memory at 0x00000008.
The memory could be read.
OK to terminate
Cancel to debug

Can someone explain problem & solution?

It's some piece of failing hardware. Perhaps a battery powered keyboard, or
mouse.
