I have been burning CDs and recently when I burn them after track number 12
or so the song is there in full effect but there is also fuzz that plays too.
I was wondering if this was caused by my CDs or is something wrong with my
burner
I think it MAY be a actual problem with the burner itself which is
unacceptable because the computer is not even 6 months old. Am I entitled to
a new burner for free if I cannot fix it?

You would only be entitled for a replacement CD burner if:

1) The burner is defective
AND
2) The burner is under warranty.

Only the Tech Support from where you purchased it (or the PC) can determine if the burner is defective and only they can authorise the replacement.
