cd burner says new (unused) disk is full

Do I have a problem with the burner (Philips DVD+RW-D28)
or with the discs (Verbatim DVD+RW)?

May be that your RW disks aren't formatted. Insert a blank one in the
drive, go to My Computer, right click the drive, and select "Format" in the
pop-up menu. If it still says it is full, others need to address it.
