ccApp.exe and VPtray.exe

I have read the threads on ccapp halting on shutdown and restarts, but my
issue is that I receive the ccApp.exe failed to initialize properly
(0xc0000022). Click OK on STARTUP or LOGIN. It will only start-up normally
if I make the user an admin to the workstation, which is not an option. I
receive the error as a user and power user. I have tried giving admin rights
to the program file dir and the run hive in the registry but no dice. This
is a clean build from scratch with Symantec 10 enterprise being the only app
installed.
Any ideas, Thanks

WinXP pro sp2 fully patched.
Went to Symantec's site (if you ever went there, you know the deal.) Nothing
