Outlook 2007. Is there a way to export the Master Categories list for
backup or share with other workstations?

Not directly.

Depending on your needs and organizational setup you could consider using
the following addins;

http://addins.howto-outlook.com/vboffice_categorymanager

If you want to distribute a company wide starting set of categories in a
domain environment, then you can also use Group Policies to achieve this.

Additionally to Robert, you can't distribute colors with Group Policies. If
you need that, category Manager is the best option.
