Is there a way? Possibly with a 3rd party app. Nothing built into Windows,
though.
Could another user . . .? Again - possibly. Difficult to say without
knowing how the app worked and what access the other user had to your
machine.
If you just want to encrypt a volume, there are lots of 3rd party apps
available (Google for 'em).
