Haven't tried it out yet, but I've downloaded the zip file. There are
two .vbs files, one a capslock disabler and the other a capslock
enabler.

It's actually 2 .reg files, that modify a registry setting. They're
regular text files, so you can check that nothing fishy is inserted.
I've moved the files to http://winadmin.sourceforge.net/wanocaps.html
where I also publish my other freeware.
