what version of capicom.dll is installed with windows 2000 by default ? and
what version is shipped with SP4 ?

I don't know what DLL you're talking about - I don't seem to have it on any
of my W2k machines, nor does it show up in
http://support.microsoft.com/default.aspx?scid=/servicedesks/fileversion/dll
info.asp.
