Capability to add workstations

Hello, when I try to give users the ability to allow users to Add
Workstations To The Domain in Local Security-Local Policies-User Rights
Assignments there are two boxes. One is Local Policy Setting and the other
is effective policy setting. Why is effective policy setting box greyed out?

Domain Group Policies are assigned in the following order, with the last
policy applied being the one that "wins":

1. Local
2. Site
3. Domain
4. OU.

The "Effective Policy" tab shows how this combination of policies is
ultimately affecting your computers/users. Since the Local policy will be
overwritten by pretty much everything else, you may have a conflicting
setting enabled in the Default Domain policy, for example.
