cant use locked things after activation

THERE are a number of items (ie group,ungroup) I still cant use after I activate Frontpage 2003. Can somebody tell me why? I thought they were supposed to work after activation.

Has nothing to do with activation, check your Authoring settings or indicate the exact features or
functions you are trying to access.

And even after turning on all options on Tools Page Options Authoring, many menu items in FP (like the Data menu items) require you
have a site open under Windows SharePoint Services running on a Windows 2003 Server
