Can't use LocalHost after installing SSL certificate

All requests to the web server at LocalHost are no longer responding since
we installed a digital certificate. Is this normal? Can it be recitified?
I've tried modifying the Hosts file to no avail.
 
Is this normal? Definitely not. Where was the certificate installed and how
did you go about requesting it?
 
My ISP insisted on installing the cert on our server for me so I don't know
how it was requested.. It's from GeoTrust. How would the cert. affect the
ability to resolve LocalHost?
