Can't Unlock Links

When I click VIEW/TOOLBARS, the toolbar names are gray.
When I right click on a toolbar I do not get the customize
or unlock option. I wnat to unlock the toolbar to move
the Links bar so i can see the buttons. Any ideas?
 
not being smart but i think you might just have to right
click on the toolbars for the unlock toolbar option
