Can't turn off READ ONLY

I copied the contents of a MS CD to a remote server, and all the files were
marked readonly on the destination. I right-clicked on the folder and saw
the Read Only checkbox was "gray" and checked. I unchecked it, clicked
Apply, and OK and it seems to work. When I looked at the Read Only status
later, it was back being Read Only. There's no way I can make the change
persist. Any ideas?

If you have show all hidden files and folders enabled you should be able to find the file desktop.ini that is doing this to you. It may be in the Parent folder. If you rename that to desktop.in_ you shouldn't have the trouble anymore.

I don't see a desktop.ini file anywhere near the folder I'm trying to
revise, but I do find one in the \windows folder. It is empty however.

I also notice, that every other folder on the server is marked Read-Only as
well. That's weird.

find the file desktop.ini that is doing this to you. It may be in the
Parent folder. If you rename that to desktop.in_ you shouldn't have the
trouble anymore.
 
Uncheck the box the inheritable permissions box,
