I need to send my "C" folder from my XP computer to my Windows 98 computer I
am using a crossover cable. File and Printer sharing is on but it's not
sending the "C" drive over.

Are the computers successfully connected? Start by ensuring that the crossover
connection is working, and move onwards.

I don't think so. There is light on beside each end of the crossover
signallising they are properly connected.
