Can't Start Windows Messenger

I have a Windows XP Pro system which won't start Windows
Messenger. When I attemt to start Windows Messenger, I
get a quick "busy" mouse, then nothing. The event log
shows an informational message:

The description for Event ID ( 4 ) in Source (
(MSN/Windows) Messenger Service ) cannot be found. The
local computer may not have the necessary registry
information or message DLL files to display messages from
a remote computer ...

I've removed and reinstalled Windows Messenger both from
the Windows XP Pro CD and downloaded version 5.0 from the
Microsoft download site. I've also reviewed each
registry settings I know of and checked the .DLL files.

Also (and maybe unrelated), when I start Outlook, I
experience an extra long load time and the event log
shows a system error:

The server {E0B8F398-BB08-4298-87F0-34502693902E} did not
register with DCOM within the required timeout.
