can't start Adobe Photoshop Album

Tried uninstalling and reinstalling, but cannot start
Adobe Photoshop Album on Win XP home.

System errors include W32time 17,29; service control
manager 7011.

Application errors include application hang 1001, 1002;
msi installer 11729, 11706; application error 1004, 1001,
1000.

Any suggestions appreciated!
