Can't set-up Windows XP fax

I can't set-up Windows XP fax. Is this the right place to post a question
re this?
 
Open the Control Panel and click "Add or Remove Programs".
Then on the lefthand side, click "Add/Remove Windows Components"
A window opens and shows the second item as "Fax Services"
Put a check marks in the small square and click "Next".
Then it will either install the Fax Service or ask you to insert
your WindowsXP CD to extract files. Just follow the prompts.
 
Thanks. I know how it should work, but that's not what's happening. See my
