Can't send smtp email

I am hoping you can help. I am having a challenge with
sending email on outlook express. I can receive just fine
but get the following messege when I try to send.

The connection to the server has failed.
Account: 'ddbuzz', Server: 'smtp.surfbest.net', Protocol:
SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060,
Error Number: 0x800CCC0E

I have removed and added the account a few times, and
have made sure that Windows IIS is active, any
suggestions?

Tammy, I assume that smtp.surfbest.net is the correct setting for your
ISP? Does your ISP require authentication on outgoing mail? If not,
make sure you don't have that checked in your email settings (and the
inverse, of course). Are you sure you are using the correct username
and password? Did email ever work? If yes, what changed? What does your
ISP's tech support say?

And lastly, there is no reason for you to be running IIS unless you are
running a webserver out of your home.

As well as what Malke has suggested, disable email scanning by your Anti
Virus application. It affords no further protection and is not
necessary. Any AV worth it's salt will kick in when you try to open an
infected mail.

Tammy. did you ever get your issue fixed... I have same problem but
mine was caused when I downloaded Service Pack 2. It blue my system right
away.. and my residual problem is exactly what your describing... Come on
Tammy.. I called India once and hopefully never again...

Try disabling the email scan by your AV application and reset the server
settings to
your ISP's correct server address under Tools/Account/Mail tab for the
particular account. Email scanning does nothing but slow your mail
retrieval down and is not any added protection since your AV program
will
warn you if you attempt to open or save an infected file (assuming you
keep
it updated).

If Kath's suggestion doesn't work and you have ZoneAlarm, try deleting all
entries in ZA's Programs list (r-click the tray icon). I've seen this work
on three machines so far.

I have nothing running. After SP2 disaster and no real help from Microsoft I
reinstalled XP (upgrade)... The only issue is receiving email. I have the
same issue with 2 different mail packages...

OK Joe. Tammy's issue is specifically being able to receive but unable to
send mail, which is what the ZA suggestion relates to.

Are you saying you have a clean install of XP with no firewall and you're
connecting to the internet?

I reinstalled XP Pro (Upgrade version) because SP2 screwed my system up..
There is nothing running on my system.. Outlook Express and Eurdora are 2
mail packages I use.. Only firewall I am aware of is in my router.. All
hardware and software worked before SP2... Now I can receive email but can't
send email. I get error #0X800CCC0E with time out code 10060....

Have you tried her suggestion?

Error 0x800ccc0e, Socket Error 10061

Assuming your settings are correct (...), the cause is most likely your AV
app and/or firewall.

Let me guide you through your misconception. Your world of answering
questions in a Microsoft discussion group is only a finite spec of the IT
related world. Yes this is the first time I have had the meaningless pleasure
to use this discussion group. I have used a competitors tech. support (IBM)
for years and have never been giving such a world win chase for an answer.
You volunteers are very fortunate to have the financial resources to give
your time to this discussion group, I am very jealous my friend.

could have sworn I only created one here.. But I have been in the field for
