Can't send/receive email

Beginning yesterday, I can no longer send/receive email via Outlook express.
I know it's not my email provider, as I can access my mailbox over the web.
And, my internet connection is working fine.
I talked to my provider, they said it is Windows XP SP2 blocking the ports
required for sending/receiving. I did not install SP2, but automatic
updates must have applied it because I am running SP2 now. Anyone have
specific instructions on how to unblock the ports? Or other
ideas on what could be causing this?

Please follow the steps listed below to resolve the issue you are
encountering.

1.Click on Start -> Control Panel -> Windows Firewall -> Exceptions tab ->
If
outlook express is listed check it, if not click on Add Programs and choose
Outlook
Express.
2.If not listed in Add Programs click on Browse and browse to the Outlook
express
location which would be c:\program files \outlook express \msimn.exe and
add the
exception.
3.Sometimes when we browse to the location we will not be able to find the
msimn.exe
file then we have to disable or uninstall any other firewall installed and
then
add outlook express as an exception.
