cant send or recieve mail from outlook

Getting response of "unknown error 0x8004060C". I am on latest service pack
for XP. Also, cannot move or delete existing emails, even though it says my
files are too large and I should do so.

2GB is the absolute limit for Outlook 97-2002 pst-files. You'll need to
truncate it before you can use it again. For that you can use this tool:

Don't use this pst-file anymore to store data in as it is full! Either clean
it up by deleting messages or start with a new one.
