can't send emails from Outlook

When I try to send an email from Outlook, I get a
message "relaying denied" you must check for new mail
before sending mail." This is an intermittent problem.

Sounds like your ISP does not permit authentication to their SMTP server
(unless you configure your e-mail account to authenticate to SMTP) and
instead reuses the authentication that was used when connecting to their
POP3 server. So you have to POP3 (retrieve) before SMTP (send).

In Outlook 2002, go to Tools -> Email Accounts -> view/change -> select
account -> More Settings -> Outgoing Server -> enable "Log on to
incoming mail server before sending mail". You could also just try to
enable SMTP authentication in the e-mail account (and use different or
separate settings or select the option to reuse the settings for the
POP3 server).

Also make sure that the SMTP server specified in your e-mail account is
the one that your ISP provides. They may not permit relaying of SMTP
traffic across their domain (to block spam abuse).
