Can't send email - Outlook 2003

I can receive, but I can't send. When I send it goes directly to my inbox
from System Administrator and the message says, "Your message did not reach
some or all of the intended recipients.

Subject: test
Sent: 2/6/2006 5:08 PM

The following recipient(s) could not be reached:

'XXX XXXXXX' on 2/6/2006 5:08 PM
None of your e-mail accounts could send to this recipient. (X's
being a name)

When I go into Email Accounts, check my settings and hit "Test Account
Settings' is says "Please verify the email address field" which of course is
correct.

One thing I did before this started was that I had an email in the outbox
that was stuck and I couldn't delete. I ran Outlook /safe and then
reopened Outlook 2003 and was able to delete the offending email at that
point. I restarted the computer and haven't been able to send an email since.
 
I have the same problem re: not being able to send, but still being able to
receive. I get a Systemn Admin error message when I send (503 - an addressee
unknown message). However, when I "test email account settings", the email
is sent (and received) successfully.

Very aggravating. It all worked fine last night. Suddenly, today, it's
"broken"...
