Can't send e-mails from Outlook 2007

Ever since I re-installed Vista about a week ago, I can no longer send
e-mails. They all get stuck in the Outbox. The error message reads "The
connection to the server was interrupted" (error code 0x800CCC0F).

I followed most of the guidelines on this forum that appeared to apply:
verified POP3 and SMTP settings and they are OK; checked anti-virus and
firewall settings (Kaspersky IS 2009) but settings also seem to be OK;
created a new Outlook account, didn't help; increased time out rate, but no
effect; disabled unnecessary add-ins (leaving Kaspersky, Cloudmark, and
Outlook Backup, but they never created problems before), to no avail...

A tip from a forum user (credit to VanguardLH, message of 1/6/2008) was to
start Windows in Safe Mode (with Networking), which DOES allow the message to
be sent. This would indicate that a program is loading during a normal boot
that is interrogating and delaying delivery of mail traffic. How can I find
out which program is causing the trouble?

Any advice is greatly appreciated!

Disable you Anti Virus email integration or uninstall the AV and then re-install without the email integration option

Diane and Peter: Thank you for your feedback, but it doesn't work.

I tried disabling add-ins one by one. While at first it seemed to be doing
the trick, i.e., when launching Outlook again, the message in the Outbox was
sent immediately. However, when trying to send another message, it again
stayed in the Outbox and generated the same error message. When disabling one
more add-in, the same happened.

It led me to think that the Add-in feature in Outlook alltogether was the
cause of the problem, rather than any particular Add-in itself. I then
followed your advice and uninstalled Outlook and completely re-installed it
(previously, I had done a repair), but it did not solve the problem.

I'm at wit's end now, considering I had re-installed Vista about two months
ago (following which Outlook worked perfectly) and again about a week ago,
after the hard drive rendered services. With probably only a few differences
in the order in which programs were installed, the same programs as before
were installed.

One last possibility that I can think of is that the connection settings are
corrupt. But then, as mentioned earlier, when booting Windows in Safe Mode
(with Networking), e-mails do get sent and so do test messages sent from
Outlook (which indicates that account settings are correct). On the other
hand, even though I have checked and double checked the pop and smtp
settings, I did find it a bit strange that after uninstalling Outlook
(including a reboot, and manually deleting all files under
C:\Users\Luc\AppData\Local\Microsoft\Outlook), when launching Outlook, it
still had my previous account settings.

I'm rather hesitant to do a complete re-install of Windows Vista, hoping
that this would solve the problem, also because I may run out of the number
of times I can activate Vista, so any advice on what option I should try
before starting from scratch is greatly appreciated.

Hi,
this is my first time in this site as I have never used vista before and
cannot believe the problems with the outbox, sending of emails. What is the
problem???
Everything comes in fine but nothing goes out and you can't delete either
old messages in the outbox. But sending is my priority at the moment I keep
getting the message:
An unknown error has occurred. Protocol: SMTP, Port: 0, Secure(SSL): No,
Error Number: 0x800C013E

Does anyone have any idea how to resolve this issue?
