Cant send attachments via outlook - error message is 0x800ccc19

Can't send attachments via Outlook. This message keeps
coming up "A time out occured while communicating with
the server, port 25, secure - error 0x800ccc19. I'm able
to send regular messages without attachments. Any ideas?
