can't select a printer in outlook

Running outlook 2000 on Windows 2003 in terminal services app mode. any user
(including admininstrator) can only print to the printer marked as the
windows default. The drop down box is grayed out and won't allow you to
select another printer. Can select different printers in Word, Excel, etc
but not Outlook.

if you double click on the message and open it, you will be able to select a
printer.
