Can't see other computers in workgroup to set permissions...

Well, this is an interesting issue to which I am totally stumped.
Here's the setup:

I have three PCs in my home, two running XP Pro, one running XP Home.
All connect to a router, which connects to a DSL modem.

I'm trying to set permissions to specific folders so that accounts on
different computers can have access to them. Two of the computers are
mine, so there are some folders that I only want shared between my two
PCs. So after figuring out that I needed to disable "Simple File
Sharing" in Folder Options, I tried to share a folder and set the
permissions. Herein lies my problem...

I right-click the folder I want to share, then select "Sharing and
Security..." The window pops open and I click the "Share this folder"
radio button, then click the "Permissions" button. I see this:

I click the "Add" button, which brings up this window:

I'm trying to set permissions for the computer "RYAN1" to have access
to the folder. Notice that the current location says, "RYAN2." So I
click the "Locations" button to change the location to "RYAN1," and
this wind comes up:

Where the heck are the two other computers? My first thought was that
maybe I didn't have them all in the same workgroup, but sure enough,
they were:

Anybody have any ideas as to why my other computers aren't showing up
in "Locations?"

With all computers in the same workgroup, one of the most common causes of this
problem would be a misconfigured or overlooked personal firewall, but there are
other possibilities too. What antivirus products do you use?

If no help yet, provide "browstat status" and "ipconfig /all" from each
computer, so we can diagnose the problem. Read this article, and linked

You are not doing anything wrong.
What you are seeing is correct.

In a workgroup, every PC maintains it's own database of user accounts which
it uses for permissions.
The only time you can choose another 'Location' is if the machine is in a
domain. Then you can select domain user accounts.

So when you want to grant permissions to a remote user, that username must
exist on your PC as well as on the remote machine.

If you want to grant access to some user called 'Joe' who is logged to the
user account 'Joe' on another PC (say 'JoesPC') than what you must to is to
create a user account for Joe on your machine too. It's easiest if you
set the same username/password as he has on his machine, but it's not
essential.
