Do you have a file called MLCFG32.CPL in C:\Program Fles\Common Files\System\MSMAPI\1033 the last entry here 1033 is for English. If you have a different language this will be different. Like French would have \1036.
I believe that this is a Control Panel applet for Outlook. Is Outlook
installed and working? If not, do you need it? If so, install or repair it.
But that's an Office question at that point.

And in C:\Program Fles\Common Files\System\, there is no subfolder \MSMAPI\1033 . What I have is
C:\Program Fles\Common Files\System\Ole\Resources\1033 but still mlcfg32.cpl does not exist

When you install Outlook you have a MAPI client this folder tree I told you you need to have. Since you don't have mlcfg32.cpl you don't have the Mail icon (Control Panel Applet) in the Control Panel. Reinstall Outlook you should get it then.
Outlook is installed but I don't use it. Should I remove it from the

If Outlook from Microsoft Office is installed, you should have a Mail applet
in your Control Panel, unless it has been hidden, by a GPO for instance (See
for instance "HOW TO: How to Hide Selected Control Panel Tools in Windows
2000" at <<http://support.microsoft.com/?id=261241>>). But if you do not use
Outlook, then I do not see how or why having the Mail applet would help. If
you do not use Outlook, why are you concerned about having the Mail applet?
What are you trying to do?
That's what those little miniature applications in the Control Panel are
commonly called, as in the referenced article.
