It's probably a folder name in the "All Users" profile folder.

What happens if you logon as a new user? Right-click the Task
Bar|Properties|Advanced, then check the box for "Display Administrative
Tools"

If no joy then you'll likely need to recreate the shortcuts to them. Here
are the shortcut names and targets.

Component Services %systemroot%\system32\Com\comexp.msc
Computer Management %SystemRoot%\system32\compmgmt.msc /s
Configure Your Server %SystemRoot%\system32\mshta.exe
res://srvwiz.dll/default.hta
Data Sources (ODBC) %SystemRoot%\system32\odbcad32.exe
Distributed File System %SystemRoot%\system32\dfsgui.msc /s
Event Viewer %SystemRoot%\system32\eventvwr.msc /s
Internet Services Manager %SystemRoot%\System32\Inetsrv\iis.msc
Licensing %SystemRoot%\system32\llsmgr.exe
Local Security Policy %SystemRoot%\system32\secpol.msc /s
Microsoft .NET Framework 1.1 Configuration
%systemroot%\Microsoft.NET\Framework\v1.1.4322\mscorcfg.msc
Microsoft .NET Framework 1.1 Wizards
%systemroot%\Microsoft.NET\Framework\v1.1.4322\ConfigWizards.exe
Network Monitor %SystemRoot%\System32\NETMON\netmon.exe
Performance %SystemRoot%\system32\perfmon.msc /s
Routing and Remote Access %SystemRoot%\System32\rrasmgmt.msc /s"
Server Extensions Administrator "G:\Program Files\Common Files\Microsoft
Shared\Web Server Extensions\40\bin\FPMMC.MSC"
Services %SystemRoot%\system32\services.msc /s
Telnet Server Administration %SystemRoot%\system32\tlntadmn.exe
Terminal Services Client Creator %SystemRoot%\System32\clients\clcreate.exe
/%SystemRoot%\system32\clients\TSClient
Terminal Services Configuration %SystemRoot%\System32\tscc.msc /s
Terminal Services Manager %SystemRoot%\System32\tsadmin.exe
Windows Media Performance "%systemroot%\system32\Windows
Media\Server\wmtperf.msc"
Windows Media "%systemroot%\system32\Windows Media\Server\nsadmin.exe"

(watch for line wrap)

Sorry, I don't currently have a 2000 DC here only 2003 DCs

On 2003 these are the targets.

Domain Controller security policy
D:\WINDOWS\system32\dcpol.msc
/gpobject:"LDAP://CN={6AC1786C-016F-11D2-945F-00C04fB984F9},CN=Policies,CN=System,DC=DSPatrick,DC=local,DC=com"

Domain security policy
D:\WINDOWS\system32\dompol.msc
/gpobject:"LDAP://CN={31B2F340-016D-11D2-945F-00C04FB984F9},CN=Policies,CN=System,DC=DSPatrick,DC=local,DC=com"

In my "All users profile folder" I have these entries under
"Start Menu\Administrative Tools":

Active Directory Domains and Trusts.lnk
Active Directory Sites and Services.lnk
Active Directory Users and Computers.lnk
Component Services.lnk
Computer Management.lnk
Configure Your Server.lnk
Data Sources (ODBC).lnk
DHCP.lnk
Distributed File System.lnk
DNS.lnk
Domain Controller Security Policy.lnk
Domain Security Policy.lnk
Event Viewer.lnk
Internet Authentication Service.lnk
Internet Services Manager.lnk
Licensing.lnk
Local Security Policy.lnk
Network Monitor.lnk
Performance.lnk
QoS Admission Control.lnk
Routing and Remote Access.lnk
Server Extensions Administrator.lnk
Services.lnk
Telnet Server Administration.lnk
Terminal Services Client Creator.lnk
Terminal Services Configuration.lnk
Terminal Services Manager.lnk
WINS.lnk

If they are missing on your client's machine then he has
done a very thorough job of deleting them. The next
question is obvious: Is it safe to give this client administrative
access to his own server?

If you can find these shortcuts then it is possible to restore
them to the desktop or the Control Panel by manipulating
the respective registry name space entries. The one for the
Control Panel is here:
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\ControlPanel\NameSpa
ce\{D20EA4E1-3957-11d2-A40B-0C5020524153}
