Can't run restore, inssufficient rights as administrator

I have tried to run the restore program and got a meesage insufficient rights
to perform this action both as a user with administrator rights and as
administrator. Why is that?

This question stems from not being able to install the new windows update
program I get the error 0x800703e3, both from microsoft updates website and
"windows update agent installer"

Group Policy has the capability of removing permissions from
Administrator. Try running the group policy editor:

Start->Run->gpedit.msc
