Can't reply to a message in Outlook Express

For some reason in the past few weeks I have been unable to reply to a
message in Outlook Express. I can view them and compose a new e-mail but not
reply to one that I have read. After composing my reply and clicking the
SEND button, I see the message in the outbox. When it gets almost to the end
of the send process it errors out stating: "Access to the account was denied.
Verify that your username and password are correct. Account:
'(accountname)',Server: 'http://services.msn.com/svcs/hotmail/httpmail.asp',
Protocol: HTTPMail, Server Response: 'Forbidden', Port: 0, Secure(SSL): No,
Error Number: 0x800CCC33". The e-mail remains in my outbox and I can no
longer access my e-mail account via Outlook Express. When I attempt to log
into my hotmail account on their web site (www.hotmail.com), I have to go
through a verification process, to verify that I this is not a machine
logging on, in order to access my mailbox. Any assistance you can provide
would be appreciated. Thanks.

The graphic input screen to continue using your Hotmail account is a new
anti-spam measure that Microsoft has implemented on their freebie
accounts (I don't know if it still occurs for PAID accounts). This
means you have to qualify the account to use it using their webmail
interface so you can use your WebDAV client (Outlook [Express]) for
awhile until you need to qualify again. Freebie accounts created after
their policy change on 29-Sep-2004 don't get any WebDAV access while
those created before that date will continue to have WebDAV access until
sometime around March (so eventually you WILL have to *PAY* Microsoft to
use Hotmail). However, they've already started implementing changes to
the freebie Hotmail accounts geared towards only providing webmail
access to it (which incorporates the anti-spam qualifying prompt).
Query any paying Hotmail users to see if they are getting the same
qualifying prompt; if not, then the only reliably means of accessing
your Hotmail account is to pay for it, or go look for other freebie
alternatives.
