Can't reduce Keyboard "Repeat delay" in Control Panel

Any help will be appreciated

Can't reduce Keyboard "Repeat delay" in Control Panel.
(the slider slides but doesn't change the delay)
 
If this is not the keyboard that came with your system (if you purchased a
third party keyboard), use the software you installed with it, or the
software that came with it to change the delay.

I've tried it with the keyboard's software and without it.

I've also hunted throught the registry and changed any
"auto repeat delay"s I found that were set to 1,000 to
250 with no result.

Typical registry entries:

HKCU\Control Panel\Accessibility\Keyboard Response
Auto repeat delay 250

HKCU\Control Panel\Keyboard Keyboard delay 0
 
I suppose Windows should be overriding this, but check the BIOS setting?
 
I plugged my old keyboard in and it responds properly to the Control Panel.
I sent an Email to Memorex about the keyboard.
