Can't receive e-mail today

I just got a refurbished Dell Precision laptop with XP Pro, and was able to
set up my Outlook using the instructions on my usa.net account. It brought in
all of the e-mail that I had there and continued to pick up my e-mail for the
rest of the weekend.

Today, even though I can go to usa.net and see that there is e-mail there,
hitting the send/receive button does nothing at all to bring it in. I even
changed my setting to retrieve mail from every 5 minutes to every 1 minute
and nothing is happening. I have sent test e-mails from my work e-mail to my
personal e-mail and that is working fine. I can also send successfully from
my newly-configured Outlook on my laptop. Today, however, I cannot receive.
Yesterday it was fine.

Any ideas about what happened and what to do?

I just rebooted and it is not making any difference - clicking the
send/recieve button does nothing.

The send/receive interval should never be less than about ten minutes.
I have sent test
e-mails from my work e-mail to my personal e-mail and that is working
fine. I can also send successfully from my newly-configured Outlook
on my laptop. Today, however, I cannot receive. Yesterday it was fine.

You could try using a web interface to connect to the server mailbox, create
a new folder there, move all of the Inbox messages (or only those you
haven't yet received) to this extra folder, removing them from the Inbox,
then copying them back to the Inbox so that Outlook will think they are new.
Do you receive any error indications at all?

I have usa.net - I could move them to one of those folders and back into the
inbox again, but I am pretty sure that when Outlook got them the first time
it brought in all of the folder contents along with the Inbox. I am sorry,
but I don't really understand what you mean by using a web interface.

The point is that Outlook has stopped working. Nothing at all happens when I
click the send/receive button. I am wondering if I should call Microsoft tech
support at this point? I am assuming there is such a thing?

If you purchased Office recently, you have 90 days of free support, but it
doesn't sound like that's your case.
