Can't read Japanese fonts...

I am trying to view items on some Japanes sites and I can't translate them
using a separete site for translations. I can translate the same site at
work but not at home. I have a friend in Japan who sent me an e-card and I
cant' translate that either.
How do I ensure my pc (which has Windows 2000) can read the japanese
characters. I can't find any options that show I have the japanese font on
my system.

It will tell you how to install additional languages on Windows 2000.
