CAN'T RE-INSTALL W2K

Help!

I have tried to re-install Win2K with the hope that it
might solve some problems,but get the
message:

'Microsoft Windows 2000 has detected software that is not
completely installed on your computer. Windows 2000 Setup
cannot continue until you finish installing this software.
To finish the installation process for this software
Quit Windows 2000 Setup.
Log off of your computer and then log back on again.
After you log on, a program will start immediately; allow
it to complete.'

but the program doesn't run.

When I tried the 'clean install' option the install
stopped with the error message: 'cannot access
C:\$WIN_NT$.~BT. When I checked for this file I found it
dated about one minute earlier, presumably placed there by
the setup program!
Any suggestions?

The problems I am trying to solve are:
1) I cannot accesss secure sites through any of the three
browsers I have running under Windows, but have no trouble
when I work in LINUX on the same machine: ergo, it looks
like a windws problem.
2) I get the error message; 0x800C0005 when I try to
access windows update.
Are all these problems related? I have run N.A.V and got a
clear bill of health.

I suspect bad blacks on the hard disk if a clean install fails (setup
does not check for bad blocks when it checks the disk). Start, Run,
chkdsk /r - when prompted to run chkdsk at restart answer Y and reboot.
